At the moment when I smooth I have to export the smoothed model then import it again so that I can cut / edit the model with it smoothing new edges. WebIt does exactly what you think it does, smoothing out geometry by curvung it. If i had your little half ball thing, i would enter edit mode, go to face select, and select the loop of faces.
